The Troops would be dropped down in a pod as a small fetus. The fetus would then grow quickly, adapting to it's surrounding and environment. They would breath unbreathable air, tolerate high or low temperatures and even radiation. Once birthed on the planet, they wouldn't adapt again. 

After the great Armistice, most of the un-deployed DEAP TROOPS were disposed of, Jettisoned onto TAPU with the rest of the war tech. Most died upon entry, several squads survived by landing in the sea, adapting and essentially becoming sea dwellers.

The Troops would create weapons using what's available, camouflage into the surroundings and perform their peacekeeping actions. They are programmed to enforce peacekeeping laws with zero discretion.

They lived peacefully in the NEON SEA, oblivious to the rest of the world until one stupid fisherman from RESPITE decided to go fishing with a Singularity grenade. This caused a blackhole in the ocean, displacing the DEAP TROOPS.
